OLANCHA / CARTAGO, Inyo County — October 27, 2026. One of the largest transportation projects in the Eastern Sierra is now part of daily driving. The California Department of Transportation announced on October 30, 2025 that major construction of the Olancha–Cartago four-lane expressway was completed, replacing approximately 12.5 miles of the former two-lane U.S. 395 route with a divided four-lane highway.
Why the new road matters
The upgraded highway closes a long-standing two-lane gap in a major Owens Valley travel corridor linking Southern California, Lone Pine, Bishop and destinations farther north. Caltrans built new access connections to communities along the older highway, including Lake Street, Crystal Geyser Road and the State Route 190 connector. The connector can simplify travel toward Death Valley National Park and roadside businesses in Olancha.
What did it cost?
The state’s project completion announcement gives an approximate $165 million project cost, of which $33.9 million came from the federal Infrastructure Investment and Jobs Act. This later construction-completion estimate is higher than an earlier estimated project budget of $134.8 million still displayed on another Caltrans project information page. Readers should not treat the two figures as simultaneous or assume they refer to different independent highways.
Environmental and engineering details
Caltrans reports that contractors moved approximately 1.6 million cubic yards of earth and used about 290,000 tons of asphalt. The work included safety shoulders, bridges over the Los Angeles Aqueduct, an undercrossing for non-motorized users and measures to protect wildlife. Agency statements describe the relocation of nearly 150 Joshua trees and several desert tortoises before roadwork.
What drivers should know in 2026
Completion of major expressway construction does not guarantee that every local turn is reflected perfectly in map apps or that no subsequent maintenance activity will occur. Drivers should follow current road signs for the correct access to older U.S. 395 and State Route 190. For live closures and incidents consult Caltrans QuickMap rather than old construction detour articles.
